3. Normal UPI Users: No Charges
If you’re sending money to a friend, splitting bills, or paying small vendors, you don’t need to worry. P2P and bank account-linked UPI transactions will remain free.
Why Is NPCI Introducing UPI Charges 2025 Now?
The aim is to make UPI more financially sustainable for banks and service providers while keeping it free for everyday users.
“The UPI ecosystem has grown massively, and to maintain infrastructure and innovation, a structured revenue model was needed,” said an NPCI spokesperson. 
ICICI Bank Introduces UPI Charges for Payment Aggregators
ICICI Bank charges on upi. If a payment aggregator say, PhonePe—holds an escrow account with ICICI Bank, it will now be charged 0.02% per transaction, with a cap of ₹6. For platforms that don’t have an escrow account with ICICI, the charge increases to 0.04%, capped at ₹10 per transaction. Importantly, these charges do not apply to merchants who receive payments directly into their ICICI bank accounts. That’s ICICI’s way of protecting its own clients while ensuring third-party platforms contribute to the cost of UPI operations.
For everyday users, especially those who use ICICI Bank’s own iMobile Pay or BHIM UPI to send money to friends, family, or pay small vendors—there are no new charges. Personal transactions remain absolutely free, just as they’ve always been.
However, what’s likely to change in the future is the user experience on third-party apps. If platforms like Google Pay or PhonePe start absorbing large fees from banks, they may eventually pass on some of that burden to merchants—or introduce convenience fees for certain types of transactions. It’s not happening yet, but the groundwork is being laid.
ICICI isn’t the only bank heading in this direction. Others like Axis Bank and Yes Bank have either already implemented similar charges or are in the process of doing so. As digital payment volumes explode—crossing over 700 million UPI transactions per day in India—the pressure to monetize and maintain infrastructure has become unavoidable.
In short, while you won’t pay anything extra for your ICICI UPI payments right now, this marks a significant shift in India’s digital banking landscape. The free ride that made UPI such a revolution is slowly being re-evaluated behind the scenes—and ICICI Bank is leading that change.
